THE PEOPLE OF KELLEY CAWTHORNE

    People make the difference in any enterprise.  We are no exception. Our co-founders, Messrs. Kelley and Cawthorne, remain active in government as members (by gubernatorial appointment) of the prestigious Mackinac Island State Park Commission which controls over 80% of the land area on Michigan’s premier tourist destination. Mr. Cawthorne is also a successful restaurant owner and developer on Mackinac Island. 

    Other firm attorneys active in government relations and political matters are: former Democratic State Senator, Patrick McCollough; who was named as one of the twenty (20) top lobbyists in Michigan by the aforementioned Inside Michigan Politics survey; and David Gregory, formerly with Republican Governor John Engler’s Office of Legal Counsel/Regulatory Reform.  

    In recent years, Kelley Cawthorne has added several non-attorney government relations professionals. Dave Ladd was recently named one of Michigan’s top five (5) most effective lobbyists in a MIRS News survey.  He is a native of Holland, Michigan, and a former legislative director for two (2) Republican Speakers of the Michigan House. He was also the youngest member of former governor John Engler’s cabinet in his post as Director of the Office of Great Lakes housed within the Department of Environmental Quality (“DEQ”).  .  Rob Elhenicky was a legislative assistant to former State Sen. Bill Bullard and a member of the government relations team at Jackson National Life Insurance Company, one of the largest life insurers in the United States. 

    Melissa Yutzey has a wealth of lobbying, legislative and campaign finance experience. She was most recently the Assistant Vice President of Legislative Affairs at Western Michigan University where she spearheaded the university’s successful federal lobbying efforts.  She previously served as Special Projects Coordinator for Senate Minority Leader Bob Emerson and director of the Michigan Senate Democratic Fund.  She also worked for a former Democratic Speaker of the Michigan House.   

     Bill Bullard, Jr., recently joined Kelley Cawthorne in an of counsel capacity. Mr. Bullard, a former state senator from Highland Township, currently serves as the Chair of the Oakland County Commission. 

    Bill Bullard served twenty (20) years in the Michigan Legislature. He chaired the House Tax Policy Committee during the adoption of Proposal A, the land mark property tax reform measure of 1993.  Mr. Bullard also chaired the Senate Financial Services and Transportation Committees and was the chief sponsor of over 170 bills which became public acts.  After leaving the Legislature due to term limits, Bill Bullard served as the district representative for United States Congressman Thad McCotter of Livonia.

    Steven D. Weyhing joined Kelley Cawthorne upon its formation in 1999.  He previously served as an Assistant United States Attorney for the Eastern District of Michigan and as a partner in two of Michigan’s largest commercial law firms.  Mr. Weyhing has over twenty (20) years of private practice experience covering a broad range of government regulatory issues including serving as lead counsel in complex trial and appellate litigation.  He graduated from the University of Michigan Law School.  He is a recognized expert in environmental and liquor regulatory matters.
